I completed the steps above and still have no LED
If the key will not light in any of the USB ports, you have 3 choices:
1. Check that there has not been a buildup of grime or oxidation if your USB key has been around for a few years. Sometimes a gentle cleaning with alcohol swabs can resolve the issue.
2. You may need to provide an alternate source of power. At any local electronics store you should be able to purchase a USB hub, a piece of hardware that will allow users to split a single USB port into multiple ports. You must locate a model that includes its own power supply, as circled in the image below:

Purchase the USB hub (but keep the receipt in case this experiment does not work) and connect it to your computer. Ensure that all drivers are installed correctly. Connect the power supply to an outlet.
Insert the USB key in the USB hub and check for the light. If you see the light, close and re-run the License Manager and activate your key. You will need to continue using the USB hub to run your MicroSurvey program.
Start the Troubleshooter over again if you see a different error message.
Using a USB hub to resolve the power supply issue may be a sufficient final solution for some users, but in some cases the USB key needs to be portable and it will not be practical to carry the USB hub around with you. If this is the case it will be necessary to take your PC in for service and ask a technician to look into how the USB port is wired into the motherboard. Also ask the technician to check if the metal USB key could be shorting out with a metal surface on the PC, this can happen if the case of the PC is not properly grounded.
3. If steps 1 and 2 have not resolved your issue it may indicate that there is a problem with your USB key hardware. MicroSurvey warrantees USB keys for 2 years from purchase, and can replace keys outside of the warrantee period for a small cost.
